Background
Most of FDLE's programs are mandated by state or federal government and incorporate specific rules and regulations. These programs include, but are not limited to, Criminal History, Missing Children, Sexual Offenders and Predators, Investigative Management, Financial, Human Resources, Officer Certification and Discipline, and Grants Management. Meeting these standards requires a lot of paperwork. A significant amount of time is spent with multiple logging, evaluations and in-house hard copy document/mail delivery. FDLE has acquired an Enterprise Content Management (ECM) system to improve workflow processes and improve criminal justice information sharing. FDLE is utilizing the Alfresco® platform as well as the Ephesoft Transact as part of its solution. Alfresco is an open source enterprise content management system for Microsoft Windows and Unix-like operating systems. Alfresco ECM is based on Open Content Services Platform and it features Open API's, Open Standards and Open Source Code.
Alfresco includes a content repository, an out-of-the-box, web-based user interface for managing and using standard portal content, an interface that provides file system compatibility, Lucene and Solr indexing, and Activiti workflow. The Alfresco system is developed using Java technology.
ITS is requesting one full-time Applications Development Analyst to manage, maintain, configure, enhance, administer, coordinate, define and automate document management including workflow within FDLE's enterprise content management system & support other FDLE Information systems.
Position Responsibilities
FDLE requires the services of one Applications Development Analyst for Business Systems Engineering software development and management initiatives. The Applications Development Analyst will work under the direction of the FDLE's Data Processing Manager(s) to achieve the goals and objectives of the projects stated below.
FDLE requires the services of one Applications Development Analyst with technical knowledge and experience developing Alfresco content models and processes as well as managing and administering Alfresco platform software infrastructure.
Technical knowledge and experience utilizing Ephesoft Tranact for analyzing and resolving document types; developing capture processes; and, integrating workflows with Alfresco ECM is preferable.
Additional programming experience in J2EE/JAVA, JBOSS application server, MS SQL and ORACLE technologies is preferable.
The person in this function is considered an expert in all phases of system development and must have experience with, and a broad understanding of business analysis and transformation of derived knowledge and analytical artifacts to functional specifications. Additionally, the person should possess a high level of adaptability to work with multiple lines of business within the enterprise.
The person in this function will be responsible for performing assigned technical research of various technologies and methods for meeting the functional and nonfunctional requirements.
Applications Development Analyst responsibilities include but may not be limited to the following:
Installing, configuring, administering and operationally maintaining Alfresco and Ephesoft ECM system software and processes
Providing structured analysis of business processes
Functioning as a technical consultant or researcher
Performing technical research and evaluation of technologies, tools, databases, methods, etc.
Analyzing and preparing detailed requirements and documentation
Programming and implementing solutions for business requirements
Contributing on project planning, organization, implementation
Contributing to activity definition, activity sequencing, activity resource estimating, activity duration estimating, WBS development
Contributing to risk identification, tracking, analysis
Contributing to issue management and tracking
Communications management
Effective communication among project stakeholders
Coordinating activities with FDLE staff required to support projects
Providing assistance to FDLE staff in the preparation of procurement documents, evaluation of proposals and contract negotiations;
Providing weekly status reports to the project manager
Mandatory Knowledge, Skills and Abilities
Bachelor's Degree in Computer Science, Information Systems, or other related field. Or equivalent work experience.
Minimum of 5 years of experience maintaining and administering and Alfresco ECM system.
Minimum of 5 years of experience developing content models and designing and implementing content workflows for ECM system projects.
Minimum of 5 years of experience as pplications Development Analyst on successful, enterprise level information technology projects.
Skill utilizing and applying software engineering methods and techniques for the design, definition, development, evaluation, integration, and/or support of IT solutions.
Ability to work independently or cooperatively with other software developers.
Ability and experience functioning as a technical consultant or researcher.
Experience performing analysis, troubleshooting and resolving system defects and issues.
Experience designing and executing quality control and test procedures
Skill with using defined procedures to configure, test and debug software.
Skill with investigating, analyzing and resolving problems on software products.
Ability to work with minimal supervision from more senior resources; to accomplish assigned projects; including, services/products/technology solution evaluation/modification, data development, analysis, drafting written communications and client interaction.
Experience evaluating client capabilities and gathering business needs.

Accountable to upper management for all phases of specific projects.
