Business Analyst
Responsibilities:
- Champion the implementation of Florida PALM
- Understand Agency business and data needs.
- Understanding Florida PALM functionality and comparing it to the current business practices.
- Providing recommendations to the Agency Sponsor to support Agency specific business transformation planning and decision making.
- Works closely with SME's and the Technical Design Analyst to document and understand interfaces and data conversions that are needed to maintain business operations.
- Assisting the Agency Liaison to identify Agency resources to complete readiness activities.
- Participating in internal Change Champion meetings and engage with other agency stakeholders and liaison roles as needed.
- Monitoring change resistance and partner with Agency Liaison or Agency Sponsor to help address or manage the changes.
- Participating in monthly Readiness Touchpoint meeting between the CCN and the RC. Attending Florida PALM meetings as applicable.
- Sustaining agency momentum for transitioning Florida PALM.
- Working with the Agency units/Vendor Project-Delivery Team to document the gaps, missing components and additional requirements forecast due to Florida PALM.
- Performing the testing of reports and data outputs.
- Acting as one of the key business process flow testers from the agency during the system testing of the project product.
- Helping identify issues and risks, and suggest mitigation strategies and contingency.
- Documenting the bugs, following up, tracking, re-testing and confirming the required fixes are implemented for agency business processes.
- Working with the Project Team to execute the test run of reports in Pre-production environment.
- Understanding the system that includes various touch points across several functional modules/clusters of the product.
- Completing studies and learning of the new system from the data and reporting points of view.
- Working with the agency units on the implementation of new reports necessary to meet the Agency business needs that can be produced within the PALM environment.
- Working with the Agency/vendors project teams on comprehensive test plan required for the implementation of all the PALM reports.
- Working with the Agency/vendor project teams and enhance the APD data warehouse.
- Working closely with other technical support personnel (internal and external) to resolve any operational process issues.
- Following and working with the Project Manager, Change Management, Releasement Management, and Deployment process for Florida PALM.
- Acting as an effective team player and communicator.
- Communicating consistency and effectively with the Project Team.
- Helping identify issues and risks and suggest mitigation strategies and contingency plans.
- Reviewing deliverables for accuracy and completeness working with the vendor Project Team to address any deficiencies.
- Working effectively with cross-functional business units and groups with varying functional backgrounds (operational, technical, managerial, programmatic, etc.,).
- Building partnerships and collaboration between individuals and Project Teams.
Requirements
Potential candidate must possess the following:
- Five (5+) years of experience as an IT business analysis, operations with emphasis on IT experience across various phases of Business Development or Software Development Life Cycle (SDLC) projects.
- Five (5+) years of experience in data analysis and reports design/development.
- Experience in designing and developing reports using Smartsheet specific reporting tool.
- Experience in Reports Use-Case development.
- Experience in business analysis and development of process flows.
- Experience in database and application design.
- Experience developing technical specifications documentation.
- Experience with data migration/ ETL Tools.
- Experience working on data warehouse implementation projects.
- Experience working on high availability applications.
- Quality Assurance (QA) / testing experience.
- Experience with change management process.
- Experience working and collaborating with vendors and diverse stakeholder groups, internal, and external.
- Office Automation/Productivity Tools: proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, Word, and Teams.
- Communication: team player with excellent verbal and written communication skills.
Preferred KSAs
- Experience in Health and Human Services is a plus.
