This pivotal role serves as the primary strategic liaison between the business office and the AASHTOWare product team, translating complex enterprise requirements into technical specifications while assessing legacy configurations for migration into a modern SaaS environment.
This position requires a high degree of collaborative precision, excellent customer-facing communication skills, and the technical acumen to represent business interests during software solution development.
Mandatory Requirements
- Work Authorization: Must be a US Citizen or Green Card holder.
- Government Experience: Prior experience working on government projects is mandatory for this role to navigate public sector procurement and IT project governance structures.
- Core Experience:
- Minimum 5 years of experience in IT product development, engineering, or project delivery.
- Minimum 5 years of experience leading cross-functional teams through complex technology solution deliveries.
- Education: Bachelor's or Master's Degree in Business Administration, Information Systems, Information Technology, or a related field.
- Note: Equivalent work experience may substitute for the educational requirement on a year-for-year basis.
Key Responsibilities
AASHTOWare Product Analysis & SaaS Migration
- Discover, map, and document current-state business processes and system interactions.
- Analyze existing software customizations for compatibility and potential migration into the AASHTOWare SaaS product suite.
- Prepare comprehensive technical responses, impact assessments, and strategic solution recommendations.
Full Lifecycle Product Delivery
- Contribute to the full software lifecycle from initial planning through implementation and production stabilization.
- Translate business requirements into actionable development tasks with distinct scope and clear acceptance criteria.
- Support solution evaluation activities, including prototyping, technical feasibility reviews, and user validation testing.
Stakeholder Coordination & Liaison
- Facilitate regular collaboration among business users, technical development teams, product owners, and enterprise architecture.
- Assist in developing and maintaining product roadmaps, release schedules, upgrade timelines, and project milestones.
- Serve as the central point of contact for integrations, custom development needs, issue resolution, and post-deployment sustainability.
Technical Qualifications (KSAs)
Product & Project Frameworks
- Deep knowledge of software development methodologies, including Agile, Scrum, and Waterfall.
- Experience with agile and iterative delivery methods, backlog grooming, and sprint planning.
- Familiarity with government procurement and IT project governance (specifically Rules 60GG-1 - 60GG-5, Florida Administrative Code).
Technical Environment & Software Skills
- Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and MS Project.
- High proficiency with SharePoint 365, ServiceNow, and collaborative planning tools.
- Experience with Microsoft Power BI and Microsoft DevOps is highly desired.
- Experience in the configuration, implementation, or integration with the AASHTOWare suite is highly preferred.
- Skill in process modeling and as-is/to-be documentation using MS Visio or SmartDraw.
