Background
The mission of The State of Florida Accounting Information Resource (FLAIR) system is based on software developed in the 1970s and was implemented as the core of the state's financial system in 1981. Recognizing the risks and shortcomings of FLAIR, the Legislature authorized and appropriated funds to the Department of Financial Services in Fiscal Year 2013-2014 to conduct a study of replacement options. The ultimate result of this study was a recommendation to replace the core functionality of FLAIR and the Treasury cash management system (CMS). The replacement of FLAIR and CMS has been recognized as the Florida Planning Accounting and Ledger Management (PALM) Project.
As the Florida PALM Project proceeds in the replacement of CMS and components of FLAIR, the Florida Department of Law Enforcement will need to prepare for and execute specific transition activities that will require additional resources. The Florida PALM transition approach is to replace the CMS components first, followed by the Central FLAIR functions, then the FLAIR Payroll functions, and finally, the Departmental FLAIR functions.
With the replacement of CMS components and the eventual replacement of all FLAIR functions, agency business systems will need to be assessed and analyzed to determine if they will require modifications, if they are to be retired, or if they will be unimpacted. The Florida Department of Law Enforcement has numerous business systems that exchange data with FLAIR. Many of these systems will be required to interact with Florida PALM and continue to provide data files and images on a daily, weekly, and/or monthly basis. Some of these systems, such as Revenue Account Management System (RAMS), are sizeable and will require considerable effort to prepare each of them to accurately communicate with the new Florida PALM system.
Description of Major Duties & Deliverables
FDLE requires the services of one (1) Enterprise Application Integration (EAI) Engineer to act as an Oracle EBS Technical Consultant to work under the direction of FDLE's assigned Project Manager to achieve the goals and objectives of the Florida PALM Integration Project as approved by a Legislative Budget Request (LBR).
The Enterprise Application Integration (EAI) Engineer will analyze, consult, design, develop, test, and deploy the system solution, conduct requirements gathering sessions with customers, document requirements in the form of written specifications, work with business processes and programmers in the development of system requirements, conduct testing on system changes, user acceptance, and conduct training as needed.
The Enterprise Application Integration (EAI) Engineer is expected to use their skills to facilitate, document, and coordinate with the project team to see the project to successful completion.

Has strong communication skills, with an ability to explain solutions clearly

Responsibilities
Enterprise Application Integration (EAI) Engineer responsibilities include, but are not limited to the following:

5+ years of Oracle EBS R12 development experience with at least 2 years as Oracle Financials Applications Developer
Experience with two full life cycle implementations of Oracle EBS Financial modules with special emphasis on General Ledger (GL), Accounts Receivables (AR) and Subledger Accounting (SLA)
Experience using Oracle Application Implementation Methodology (AIM) and/or Oracle Unified Method (OUM) of documentation - ex: MD-70, TE-20, TE-40 etc.
Knowledge of information technology system development, implementation, and operational maintenance principles.
Experience in Oracle EBS Reports, Interfaces, Conversions, Extensions, Forms and Workflow (RICEFW) development
Experience using EBS development tools: Developer 10g Forms and Reports, BI Publisher, Oracle Reports Exchange Designer (RXi), PL/SQL, SQL Plus, Alerts, XML Designer and EBS APIs.
Experience personalizing Oracle Forms and Oracle Application Framework (OAF)
Experience with Unix shell scripting
Extensive knowledge of Oracle EBS public APIs, table and column structures of important tables in financial modules
Ability to develop and adapt technical solutions and options into detailed technical design documents, complete with pseudo-code where appropriate
Experience using differing test methodologies in IT projects to identify defects
Possess exceptional written and verbal communication skills
