Position Overview and Responsibilities:
The Human Resource Officer has overall leadership responsibility and accountability for the Human Resource Management and payroll functions. The incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This position is responsible for ensuring the integrity and effectiveness of delivery of the agency's payroll and general human resource management services. This position is directly involved In decision-making regarding all aspects of employment for the Full Time Employee (FTE) positions reporting directly to the position. All functions listed herein are essential functions of this position.
Required Knowledge, Skills, and Abilities:
Excellent knowledge in change management, recruiting, organizational design, project management, communication techniques, employee relations, employment practices, human behavior, motivation and counseling techniques; In-depth knowledge of state and federal employment law, personnel rules of the Career Service System, Senior Management and Selected Exempt Service, Division of Retirement rules, Employee Group Health Insurance Benefits; Expertise advising and coaching managers and employees at all levels essential; Excellent interpersonal, written and verbal communication skills; Ability to work with diverse groups.
Minimum Qualifications:
At least fourteen years of verifiable related experience in human resource management, Business, Behavioral or Social Sciences, or related field. Post-secondary degrees from an accredited college may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
Prior experience in a Human Resource Officer role.
Strong interpersonal and communication, including the ability to handle sensitive and confidential information.
Strong understanding of federal, state, and local employment laws and regulations (e.g., FMLA, ADA, EEO).

Salary Range: $102,533.52 - $109,198.20.
