Position: Vice President of Tax Credit Compliance

Summary: A senior leadership role responsible for overseeing the organization's entire affordable housing compliance function, with a primary focus on the Low-Income Housing Tax Credit (LIHTC) program under Section 42 of the Internal Revenue Code. This executive ensures that all properties within the portfolio comply fully with federal and state regulatory requirements, protecting the organization's tax credit investments and advancing its mission to expand access to quality affordable housing.

Location: This is a hybrid role with headquarters in Tampa, FL. Team members are expected to be present in the Tampa office for a minimum of three days per week, with flexibility on specific days based on business needs and scheduling. The remaining days may be performed remotely. Periodic travel to properties across the portfolio is required, estimated at up to 20% of the time.

Key Qualifications:

  • Minimum of 10 years of progressive experience in affordable housing compliance, with at least 5 years in a sr. management or leadership role

  • Bachelor's Degree required in Business Administration, Real Estate, Public Administration, Finance or a related field; Master's Degree preferred
  • Deep expertise in LIHTC/Section 42 compliance including income qualification, rent setting, annual recertification, knowledge of LIHTC programs in CA and NY
  • Experience using Yardi property management software systems

Primary Responsibilities:
  • Compliance Program Leadership
  • Design, implement, and continuously improve organization-wide LIHTC compliance policies, procedures, and internal controls.
  • Serve as the primary subject matter expert on Section 42 regulations, IRS guidance, HUD requirements, and state housing finance agency (HFA) rules.
  • Monitor regulatory changes at the federal and state levels and communicate updates to senior leadership, operations, and property management teams

Portfolio Oversight
  • Oversee compliance for a portfolio of LIHTC properties, including initial lease-up, ongoing occupancy compliance, and Year 15 exit planning.
  • Ensure accurate and timely completion of tenant income certifications, annual recertifications, and rent determinations in accordance with applicable regulatory requirements
  • Direct and review compliance file audits, physical inspections, and management agent monitoring activities

Regulatory Agency Relations
  • Serve as the primary point of contact with state housing finance agencies, the IRS, and HUD regarding compliance matters, audits, and reporting.
  • Prepare and submit required reports, including IRS Form 8609 documentation, Compliance Monitoring Reports, and agency-specific certifications

Team Development & Training

  • Lead, mentor, and develop a team of compliance managers, specialists, and coordinators
  • Design and deliver compliance training programs for on-site property staff, regional managers, and corporate personnel

Cross-Functional Collaboration
  • Partner with development and acquisitions teams during due diligence on new LIHTC transactions, providing regulatory guidance on structuring, set-asides, and income restrictions
  • Collaborate with legal counsel on regulatory agreements, Land Use Restriction Agreements (LURAs), and Extended Use Agreements (EUAs)
  • Work with finance and accounting on compliance-related financial reporting and investor requirements

Technology & Reporting

  • Oversee the use and optimization of compliance software platforms (e.g., Yardi, RealPage, ResMan, or similar) for tracking, reporting, and file management
  • Develop executive-level compliance dashboards and reporting for leadership and investor review.
  • Ensure data integrity and recordkeeping standards meet regulatory and investor requirements.
  • Working knowledge of MS Office Suite
  • Highly proficient in Excel
  • Experience using Yardi property management software

Education: 4 year Bachelor's degree in Business Administration, Real Estate, Public Administration, Finance or a related field required, Master's Degree preferred

Skills & Certifications:
  • Deep expertise in LIHTC/Section 42 compliance, including income qualification, rent setting, annual recertification processes, and special set-asides (HOME, HTF, 811, etc.). Active designation as a Housing Credit Certified Professional (HCCP), Certified Credit Compliance Professional (C3P), National Compliance Professional (NCP), or equivalent credential from a recognized provider.
  • Proven track record of managing large, multi-state affordable housing portfolios
  • Thorough knowledge of HUD programs, including Section 8 Housing Assistance Payments (HAP) contracts and HOME Investment Partnerships program requirements, is strongly preferred
  • Strong leadership, team management, and interpersonal communication skills
  • Exceptional written and verbal communication skills, including the ability to present complex regulatory information to diverse audiences
  • Proficiency in compliance management software (Yardi, RealPage, ResMan, or similar) and the Microsoft Office Suite

Preferred:
  • Experience with Rural Development (USDA/RD) programs and other subsidy programs layered with LIHTC
  • Familiarity with Rental Assistance Demonstration (RAD) conversions and mixed-income or mixed-finance properties.
  • Prior experience managing relationships with Florida Housing Finance Corporation (FHFC) or other Southeast-region HFAs.
