Perform specialized, technical, and supervisory work within the Parks Division of the Parks and Recreation Department.
DISTINGUISHING CHARACTERISTICS OF THE CLASS:
This is highly responsible work involving assisting a Parks Coordinator with a variety of duties. The incumbent works under the general direction of a coordinator and assists in planning, organizing, inspecting, supervising and coordinating specific operations, activities and events in the parks division. Responsibilities are varied in nature and require a degree of technical, supervisory or administrative expertise and ability.
Essential Job Functions
(General):
Assists in supervising varied parks activities or events;
Evaluates adequacy of existing facilities and equipment for parks activities and events;
Oversees the operation of work crews engaged in parks operations and/or assists program staff with facility operations and events;
May be required to assume responsibility for parks programs;
Develops training sessions and manuals for staff;
Prepares technical specifications;
Develops and monitors specific department operations;
Uses a computer for documents, requisitions and e-mails;
Drafts and implements budget documents, monitors inventory, obtains price quotations, and adheres to budget constraints;
Prepares requisitions for materials, equipment and services;
Coordinates and oversees special events;
Represents the department in contact with other agencies and the public.
(Maintenance):
Supervises or assists Trades Mechanics, Maintenance Mechanics, General Maintenance Workers or Contractors in the installation, maintenance and repair of buildings, machinery, mechanical apparatus and equipment.
(Turf, Trees and Lighting):
Does monitoring and problem resolution of irrigation operations and water consumptions for the City's irrigation systems;
Supervises or assists journeymen mechanics in the installation, maintenance and repair of pumps, machinery, mechanical and electrical apparatus and equipment;
Oversees the operations and maintenance of the City's turf grass fields;
Uses a computer to operate the Tree Manager System, requisitions and e-mail;
Does problem resolution of electrical systems for pumps and athletic field lighting systems;
Does problem resolutions for tree damage;
Oversees tree-trimming operations.
(Landscape Operations):
Assists in monitoring and inspecting contract maintenance crews, generates inspection reports, notifies contractors of deficiencies and follows up to ensure compliance with contract specifications;
Supervises or assists general maintenance workers and equipment operations in the installation, maintenance of landscaping, proper operation of machinery, hand tools and specialized equipment;
Oversees the routine landscape maintenance of the City's parks, medians and recreation facilities.
EQUIPMENT USED/JOB LOCATION:
(General):
Works outdoors in varying weather conditions;
Operates a calculator;
Operates a computer;
Uses special hand and power tools;
While performing duties, may be exposed to insects, pesticides, grass, dust, and chemicals;
May be required to work in wooded areas and on soft surfaces;
May be required to lift or drag heavy objects;
May be required to climb ladders;
Operates an automobile, truck, van or other motorized equipment.
(Turf, Trees and Lighting):
May use a chain saw;
Operates an aerial lift truck and bucket;
May be required to use electrical devices.
ADDITIONAL EXAMPLES OR WORK PERFORMED:
Acts as Coordinator in the absence of the Coordinator;
Conducts related Parks work as assigned.
Minimum Requirements
High school graduation, plus considerable work experience in Parks, or an area of desired specialization.
Two or more years technical training in horticultural related fields; plus considerable work experience in a Nursery, landscaping, or an area of desired specialization,
OR
An equivalent combination of training and experience that provides the required knowledge, skills and abilities.
ADDITIONAL REQUIREMENTS:
Possession of a valid Florida commercial driver's license (CDL) "Class B" or higher.
Must obtain, within one year, a pesticide license for Ornamental and Turf and Rights-of-Ways.
