Background
For the purposes of domestic security, Florida is organized into seven regions. Each region operates a Regional Domestic Security Task Force (as described in 943.0312, FS. A state level Domestic Security Oversight Council (or DSOC established in 943.0313, FS) provides guidance to the state's regional task forces and other working groups.
One of the goals (Goal 2) in Florida's Domestic Security Strategic Plan (2021 - 2023), is to prevent, preempt and deter acts of terrorism. Under this goal, Objective 2.1 reads:
INTELLIGENCE AND INFORMATION SHARING -
Recognize, gather, analyze, and share terrorism information and intelligence with public and private partners incorporating the established fusion process.
To meet part of this goal, FDLE has worked with DSOC and Florida's Regional Domestic Security Task Forces to implement law enforcement data sharing systems. FDLE has also worked with the Naval Criminal Investigative Service (NCIS) to share data with the FBI's National Data Exchange (N-Dex) system.
Today, nearly 350 Florida law enforcement agencies share information from their records and jail management systems through the statewide data sharing system. Funding for implementing and maintaining this initiative has been provided through federal domestic security grants. The work to connect these systems is largely complete, but Florida continues work to address the following issues from Section II the National Strategy for Information Sharing and Safeguarding from December 2012.
QUALITY CONTROL OF SHARED INFORMATION IS A CHALLENGE. Information to support national security may be incomplete, vague, or inaccurate. Building tools and techniques that help stakeholders to assess the provenance of information when acquired, accessed, retained, reproduced, used, managed, shared, and safeguarded is essential for ensuring quality control.
INCREASED INFORMATION SHARING DEMANDS ADVANCED CORRELATION AND ANALYTIC CAPABILITIES. Turning an abundance of data into actionable information or intelligence remains an enduring problem. Many initiatives are underway, however, to enable information correlation with advanced analytics, including new tools, techniques, and training.
Additionally, the National Strategy for Counterterrorism of the United States of America from October 2018 defines the following as a Priority Action:
FURTHER INTEGRATE FEDERAL, STATE, AND LOCAL COUNTERTERRORISM INFORMATION-SHARING: We will improve the ability to share timely and sensitive information on threats and the individuals perpetrating them, whether motivated by domestic or foreign terrorist ideologies, across all levels of government. We will continue to ensure that law enforcement agencies across all levels of government have the information that they need to identify and act swiftly against terrorist activity.
FDLE requires the services of a full-time Program Manager to plan and direct the work detailed above.
Description of Services & Deliverables
The Program Manager will work under the direction of an FDLE supervisor to achieve the goals and objectives of the Statewide Law Enforcement Data Sharing Initiative.
Responsibilities
Responsible for oversight and management the Law Enforcement Data Sharing program consisting of multiple systems and organizations across seven Regional Domestic Security Task Force (RDSTF) regions and encompassing over 350 law enforcement and criminal justice agencies
Develops the program strategy, supporting business case and various enterprise-wide high-level project plans
Ensures integration of systems and projects and adjusts project scope, timing, and budgets as needed, based on the needs of the stakeholders
Communicates with IT leadership, business leadership and vendors to communicate program strategy, direction and changes
Responsible for delivering all projects contained in the project portfolio on time, within budget and meeting the strategic and business requirements
Responsible for tracking key project milestones and recommending adjustments
Partners with senior leadership of the business community to identify and prioritize opportunities for utilizing data sharing to achieve the goals of Florida's Domestic Security Strategic Plan
Provides direction for and manages data sharing metadata planner positions via dotted-line reporting relationship
Provides dedicated support to the Law Enforcement Data Sharing Focus Group, which is part of the Domestic Security Coordinating Group that makes supports the Domestic Security Oversight Council
Continuously evaluates data available to the criminal justice community to recommend and oversee expansion of the initiative as new types of data become available
Ensure disparate systems are interconnected so law enforcement has the information they need to identify and act swiftly against terrorist activity and other threats;
Integrate data sharing into the core process of threat assessments used to identify and manage threats of targeted violence;

Provide detail and summary reporting of project status including progress and outlook;
Make recommendations for executive action when required;
Ensure compliance with contractual agreements;
Coordinate activities with FDLE Information Technology Services (ITS), Criminal Justice Information Services (CJIS), General Counsel's Office, and other units and staff required to support theproject;
Provide technical oversight and coordinate IT-related activities with the Regional Domestic Security Task Forces;
Provide assistance to FDLE staff in the preparation of procurement documents, and contract negotiations;
Provide assistance to FDLE staff in the preparation of documentation to support FDLE grant applications, budget requests, and supporting documentation required by the Governor's Office and Legislature;
Plan and facilitate meetings as required by FDLE and DSOC;
Prepare and present information related to data sharing as required;
Conduct research, provide expertise and general support to the agency, DSOC and its components to sustain and expand statewide law enforcement data sharing.
Provide post-production support to all participating agencies.
Monitor and report, in post-production environment, data currency statistics for all participating agencies.
Provide SME guidance for new and related data sharing initiatives impacting the post-production environment.
