JOB SUMMARY

This Scope of Work (SOW) is for project management services to provide managerial and operational support, along with team direction, to the Division of Emergency Preparedness and Community Support (DEPCS) in initiating, planning, executing, monitoring and controlling, and closing public health projects. Contractor will provide these services to the Florida Department of Health (Department).

Key Responsibilities
  • Provide a Project Manager within 10 business days of request from the Department.
  • Develop, submit, modify, and implement the Project Management Plan (PMP) as follows: Meet with the Department within five business days of issuance of the PO to develop a Project Management Plan (PMP). Ensure the PMP includes, at a minimum, the following: Planning and task definition, Scheduling and coordination, Task assignment and communication, Monitoring and oversight, Reporting and documentation, Support and problem solving, and Review and quality assurance. Ensure the PMP does not conflict with the Tasks below. In the event of a conflict between this SOW and the PMP, the SOW will control.
  • Submit the PMP within 10 business days after the meeting as specified in Task 5.1.2.1. to the Department Contract Manager for the Department to review and approve.
  • As directed by the Department, modify the PMP and submit the modified PMP to the Department Contract Manager for the Department to review and approve.
  • Ensure the Project Manager implements the PMP upon the Department approval of the PMP.
  • As directed by the Department, develop a comprehensive work plan that identifies all tasks, associated timeframes, and responsible owners. As directed by the Department, submit the work plan to the Department Contract Manager to review and approve. As directed by the Department, modify and resubmit the work plan. Upon Department approval of the work plan, implement the approved work plan. In the event of a conflict between the work plan and this SOW, the SOW will control.
  • Provide a weekly status report prepared by the Project Manager on all tasks performed in accordance with the approved work plan and any other information as specified by the Department and submit the report each week to the Department Contract Manager.
  • As directed by the Department, meet with DEPCS to provide updates.
  • As directed by the Department, identify and track proposed projects assigned to DEPCS and report to the Department on a weekly basis.
  • As directed by the Department, coordinate and schedule meetings with entities identified as potential project recipients, along with DEPCS staff identified by the Department.
  • As directed by the Department, review projects and initiatives with each entity to clarify the scope and intent of the work to be performed.
  • As directed by the Department, coordinate with the Department to monitor procurement timelines to ensure all submissions meet required deadlines.
  • As needed or as directed by the Department, collaborate with Department staff and consultants responsible for contracts, purchase orders, and agreements to ensure timely processing and execution.
  • As directed by the Department, track and monitor the status of contracts, purchase orders, and agreements being processed and approved to ensure timely execution.
  • Lead and participate in meetings as directed by the Department. Create meeting minutes after each meeting and include, at the minimum, the following: date of the meeting, a list of attendees, and information discussed during the meeting. Submit the meeting minutes to the Department Contract Manager within five business days following the meeting.
  • Data Security and Confidentiality Task: The Contractor, its employees, subcontractors, and agents must always comply with Department data security procedures and policies in the performance of this SOW as specified in the Data Security and Confidentiality document attached to the PO.

Required Qualifications
  • Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
  • The Contractor will provide staff with the qualifications and experience outlined below. Personnel with the appropriate expertise may be engaged on an as-needed basis throughout the term of the PO, consistent with project requirements.
  • The Department will require positions with the following qualifications on an as needed basis: Project Management Professional, certified Project Manager with at least seven years of experience in project management.

  • Special Provision: Contractor employees must reside in Leon and/or the surrounding counties.

Education/Experience
  • Project Management Professional, certified Project Manager with at least seven years of experience in project management.
