Purpose: The Florida Department of Corrections (Department) Office of Information Technology (Client) is issuing this RFQ to define the scope and requirements of this Task Order pursuant to the STC for IT Staff Augmentation Services, STC 80101507-23-STC-ITSA.

General Experience Expectations: A minimum of seven (7) years of IT experience within one (1) or more specialty areas. Possesses a deep level of understanding surrounding information systems, networking theory, and architecture standards in areas of expertise.

2.2. Description/Deliverables The Department's Client is seeking the services of an experienced Technical Advisor. The Candidate will be required to successfully complete tasks in relation to the Scope of Work defined in Section 2.3.

2.3. Scope of Work/Job Characteristics

The Technical Advisor on the Offender-Based Information System (OBIS) Modernization Project team will serve as the principal line of communication for the project and technical teams. The duties and responsibilities of this position are:
  • Gain a detailed understanding of the OBIS Modernization Project scope directly after onboarding;
  • Create the technical architecture documents of all the interacting applications in the current integrated solutions, depicting applications, interfaces, and information flow currently in place;
  • Document the current architectural standards followed by the mainframe, web, and mobile solutions currently in place;
  • Create the architectural standards for the technologies to be used in the to-be solutions for the Department's infrastructure and security requirement compliance;
  • Enforce the Department's enterprise architecture models, representations, capabilities, and components to meet the business and technology activities;
  • Validate if the proposed technical solutions meet the Department's requirements;
  • Serve as the technical liaison between Department business users and contracted service vendors;
  • Provide hands-on leadership for the design of re-engineered processes;
  • Provide periodic reports to internal and external stakeholders on the compliance of new solutions and processes in relation to enterprise architecture standards;
  • Maintain all technical architectural artifacts in a shared repository with version history;
  • Participate in business requirements gathering sessions;
  • Lead the development of business process improvements with recommendations for enterprise architecture standards; and
  • Work independently as part of a larger cross-functional team.

NOTE: This position is designated as "essential staff" and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Section 33 208.002(4), Florida Administrative Code (F.A.C.).

NOTE: Any successful candidate with access to the Department's network is required to complete the Department's Security Awareness Training within 30 calendar days of hire. All selected candidates must successfully complete a Level II Background Check.

Required Qualifications The Department requires the following experience, skills, and/or knowledge for this position:
  • A bachelor's degree or master's degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.
  • A minimum of seven (7) years of IT experience within one (1) or more technical specialty areas, preferably supporting large-scale, multi-vendor or outsourced environments;
  • Deep understanding of information systems, networking theory, and enterprise architecture standards relevant to data, application, or infrastructure domains;
  • Experience supporting enterprise-level modernization efforts, preferably involving Data warehouse environments (e.g., International Business Machines Database 2 [IBM DB2], Structured Query Language [SQL] Server platforms); Software modernization or transformation initiatives; Multi-vendor technical delivery environments.

Preferred Qualifications The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:
  • Experience in modernizing and migrating mainframe applications from legacy systems;
  • Experience in architecting optimal solutions for migrating applications to the cloud, preferably Azure or Amazon Web Services;
  • Experience in containerization of applications;
  • Building application integrations using Application Programming Interfaces.

Education Requirements - A bachelor's degree from an accredited college or university in Computer Science, Information Systems, or other related field, or equivalent work experience in Service-Oriented Architecture (SOA) and Azure Cloud Solutions will be considered.
